The Honorable Jeff Merkley
531 Hart Senate Office Building
United States Senate
Washington, DC 20510

Dear Senator Merkley:

On behalf of the 56 undersigned organizations representing the Nursing Community Coalition (NCC), we thank you for introducing S.1446, the Nurse Corps Tax Parity Act of 2023. The NCC is a cross section of education, practice, research, and regulation within the nursing profession, representing Registered Nurses (RNs), Advanced Practice Registered Nurses (APRNs),1 nurse leaders, boards of nursing, students, faculty, and researchers. Together, we support this bipartisan effort to create parity in federal programs and support those current and future nurses who receive Nurse Corps funding.

Nurse Corps Loan Repayment and Scholarships are one of the invaluable resources under Title VIII Nursing Workforce Development Programs that helps ensure nursing students and nurses enter practice where health care is needed the most. This includes health care facilities that have a critical shortage of nurses, which, most often, are located in health professional shortage areas and medically underserved regions. Unlike other programs, such as the National Health Service Corps (NHSC), the Nurse Corps is subject to federal taxes. S.1446 would change this and aims for parity among these vital federal programs.

The NCC appreciates the introduction of S.1446, the Nurse Corps Tax Parity Act of 2023 and we look forward to working with you to advance this effort in the 118th Congress. If our organizations can be of any assistance, or if you have any questions, please contact the Nursing Community Coalition’s Executive Director, Rachel Stevenson, at rstevenson@thenursingcommunity.org.
